Simple Ingredients, Big Flavour
One of the reasons these Cheesy Beef Tortilla Parcels work so well is the smart use of everyday ingredients. Each component has a purpose and builds layers of flavour.
Minced beef: The star of the filling. When cooked with spices and tomato paste, it becomes rich, savoury and deeply satisfying.
Onion and bell pepper: These add natural sweetness and moisture, preventing the filling from tasting heavy.
Paprika and nutmeg: A small but powerful seasoning combination that gives warmth and depth without overpowering the dish.
Passata: Used both in the filling and the baking base, it keeps everything juicy and brings gentle acidity.
Mozzarella: Divided between the parcels and the topping, it adds that irresistible melty texture everyone loves.
Flour tortillas: Soft and flexible, they fold easily into neat triangle parcels and bake beautifully in the sauce.
Fresh coriander: Added at the end for brightness and a fresh finish.
These Cheesy Beef Tortilla Parcels come together with simple steps and minimal prep, making them ideal for busy weeknights. Follow the three stages below for the best results.
Make the Beef Filling
Start by heating the olive oil in a large pan over medium-low heat. Add the finely chopped onion and cook until softened and fragrant, about 2 minutes. Stir in the chopped bell pepper and cook for another 2 to 3 minutes until tender. Add the minced beef, breaking it up with a spoon as it browns. Season with salt, pepper, paprika and nutmeg, mixing well so the spices coat the meat evenly. Stir in the tomato paste, passata and water. Reduce the heat to low, cover and cook gently for about 15 minutes until the mixture is thick and rich. Taste and adjust the seasoning if needed. Remove from the heat, stir in the chopped coriander and allow the filling to cool to room temperature. Cooling the filling makes the tortillas easier to handle during folding.
Fold the Parcels
Preheat the oven to 190°C fan (375°F).
Place one tortilla on a board and cut it in half to create two semi-circles. Working with one semi-circle at a time, brush a little water around the edges. Place a bit of mozzarella in the centre, then add 2 to 3 tablespoons of the beef filling on top.

Take one pointed corner and fold it over the filling, pressing gently.

You will be left with a small flap. Fold the flap over the folded tortilla and press again to lock it in place.
The remaining side is folded over to complete the triangle shape
Press and seal the open seam by pinching the edges together, then fold that sealed edge slightly down. Think of it like folding a paper triangle that ends up as a sealed pocket. Repeat with the remaining tortillas, cheese and filling.

Assemble and Bake
In a 22 cm (9 inch) round baking dish, mix the passata with dried parsley, salt and pepper. Scoop out 2 tablespoons of the sauce and reserve it for brushing.

Spread the remaining sauce evenly in the baking dish and arrange the tortilla parcels on top in a single layer. Brush the parcels with the reserved sauce, then sprinkle generously with mozzarella.

Customisable and Family Friendly
Another reason this recipe performs so well is flexibility. You can easily adapt it depending on what you have on hand.
Prefer a milder version for children. Reduce the paprika slightly and keep the seasoning gentle. Want more vegetables. Finely diced courgette or grated carrot can be added to the beef mixture without affecting the texture. Looking for a lighter option. Use lean minced beef and part-skim mozzarella. Need a make-ahead dinner. Assemble the parcels earlier in the day and refrigerate until ready to bake.
These Cheesy Beef Tortilla Parcels hit the sweet spot between comfort food and convenience. The prep is straightforward, the bake time is short, and the result feels far more special than the effort required.
They are especially useful when you need:
a reliable family dinner
a high-protein baked meal
something different from the usual pasta routine
a make-ahead friendly dish
Leftovers reheat very well in the oven or air fryer, making them practical for meal prep too.

Assemble and bake: In a 22 cm (9 inch) round baking dish, mix the passata with dried parsley, salt and pepper. Scoop out 2 tablespoons of the sauce and set it aside for brushing. Spread the remaining sauce evenly in the baking dish, then arrange the tortilla parcels on top. Brush the parcels with the reserved sauce, sprinkle over the mozzarella, and bake for about 15 minutes, or until the cheese is melted and golden. Garnish with chopped coriander and serve warm.
Use large, soft flour tortillas for easier folding. If the tortillas feel dry, warm them briefly in the microwave for 10 to 15 seconds to make them more pliable.
Do not overfill the parcels. About 2 to 3 tablespoons of filling per piece keeps them easy to seal and prevents leaking during baking.
Make sure the beef filling has cooled slightly before assembling. Hot filling can soften the tortillas and make folding messy.
These parcels can be assembled ahead and refrigerated for up to 24 hours before baking. Add 2 to 3 extra minutes to the baking time if cooking from cold.
Leftovers keep well in the fridge for up to 3 days and can be reheated in the oven or air fryer until warmed through.
