Combine the minced beef, onion, garlic, chives, coriander, soy sauce, and cornstarch in a bowl. Mix thoroughly. If serving with soy sauce, skip adding extra salt. For other sauces, add a pinch of salt if needed.

Fill a shallow plate with water and briefly dip a rice paper into the water to soften slightly. Place it on a flat surface and cut it in half. Add about 1 teaspoon of the filling near the edge of each half. Roll tightly, folding in the sides as you go.
